The Halt programme is provided for in Article 77e of the Dutch Penal Code.

A list of qualifying facts by which offenders are eligible for the programme is included in a governmental decree (Decree on legislative guidelines* for Halt facts).

The Halt programme is worked out in more detail in national guidelines, the most important one in this context is the Legislative guidelines on the Halt programme which sets out, for instance, the preconditions for implementing the Halt programme.

* Legislative guidelines are rules determined by the Public Prosecution Service. They are formulated by the Board of Procurators-General, the highest body within the Public Prosecution Service.
